Trả lời phỏng vấn về căng thẳng trên Biển Đông thời gian qua, ông Dương Danh Dy, cựu Tổng lãnh sự Việt Nam tại Quảng Châu, Trung Quốc nói: "Việt Nam tôn trọng nhưng không hề sợ Trung Quốc và Bắc Kinh đánh giá rất cao Hà Nội".

Kể từ đầu tháng 5, khi Trung Quốc đưa giàn khoan Hải Dương 981 vào thăm dò trái phép trong vùng đặc quyền kinh tế và thềm lục địa Việt Nam trên Biển Đông đã có nhiều diễn biến liên quan của 2 nước cũng như một số quốc gia khác.

- Vì sao ông nói Việt Nam tôn trọng nhưng không hề sợ Trung Quốc?

Trước tiên, nhìn lại lịch sử hàng ngàn năm nay, Trung Quốc chưa bao giờ thành công khi Nam tiến, dù có những khoảng thời gian đô hộ nước ta đến 1.000 năm.

Nếu con người Việt Nam không giỏi, không tài trí, mưu lược chúng ta đã trở thành Vân Nam, Quảng Tây hay một cái tên nào đó của Trung Quốc.

Thế nhưng, 3 lần chống quân Nguyên của quân dân nhà Trần, Lê Lợi chống giặc Minh rồi Quang Trung đánh tan quân Mãn Thanh và gần đây nhất là Chiến tranh biên giới năm 1979 cho thấy Việt Nam đủ khả năng đối đầu với Trung Quốc.

Năm 1979, Việt Nam đang rơi vào hoàn cảnh khó khăn trăm bề, vừa trải qua 2 cuộc kháng chiến trường kỳ, quan hệ với các nước trên thế giới còn hạn hẹp thế nhưng chúng ta vẫn làm được.

Hiện nay, Việt Nam đã mạnh hơn thời điểm đó rất nhiều. Chúng ta hiện nay có quân đội mạnh, có mối quan hệ tốt với các nước trên thế giới, có nguồn dự trữ về ngoại tệ. Việt Nam sẵn sàng đối phó được nếu tình huống xấu nhất xảy ra.

Quá khứ chúng ta đã có những Yết Kiêu, Dã Tượng khiến đế chế Trung Hoa khiếp sợ, thì ngày nay chúng ta cũng có thể có được điều đó.

- Bên cạnh lịch sử, còn điều gì có thể minh chứng cho khả năng của chúng ta trước Trung Quốc thưa ông?

Về khía cạnh kinh tế, kim ngạch thương mại của Việt Nam và Trung Quốc cho thấy chúng ta là nước nhập siêu của họ, vì thế nếu có vấn đề xảy ra phía chịu thiệt là Bắc Kinh.

Bên cạnh đó, ngay việc Trung Quốc đưa hàng trăm tàu chiến các loại cùng máy bay chiến đấu ra bảo vệ giàn khoan Hải Dương 981 không chỉ thể hiện Bắc Kinh đã chuẩn bị điều này từ lâu mà còn đánh giá rất cao Việt Nam trong khu vực Biển Đông.

Trong quá trình công tác tại Trung Quốc, tôi đã tận mắt cầm đọc các tài liệu kín của Bắc Kinh nói về khả năng kiểm soát eo biển Malacca của Việt Nam. Trung Quốc lo sợ điều này nên sẽ tìm cách đối phó để đảm bảo con đường thông thương của họ, một trong các cách đó là kiểm soát Biển Đông.

Ngoài ra, không phải tự nhiên Bắc Kinh bỏ tiền đầu tư cho Myanmar, dù đây là láng giềng của Trung Quốc.

Nguyên nhân sâu xa đằng sau là ý đồ biến Myanmar thành ‘nhà kho’, trạm trung chuyển dầu mỏ từ các nước Tây Á về Trung Quốc mà không cần đi qua eo biển Malacca.

- Nhiều người nói Trung Quốc có thể hy sinh một phần trong quan hệ với Việt Nam, trong khi chúng ta sẽ phải khó khăn với nguồn hàng khan hiếm, ông đánh giá gì về quan điểm này?

Điều này, nói vào năm 1979 thì rất đúng, nhưng hiện nay tình hình đã thay đổi toàn bộ. Chúng ta có mối quan hệ tốt với tất cả các quốc gia khác. Bên cạnh đó là tiền và những mặt hàng đặc trưng có thể dùng để trao đổi.

Một khi Trung Quốc ngừng xuất khẩu cho ta, trong thời điểm hiện nay, Việt Nam sẵn sàng quay sang mua từ các quốc gia khác, có thể Nhật Bản, có thể Mỹ hay nhiều nước châu Âu. Giá cả đắt hơn nhưng tôi tin chắc Việt Nam sẽ không bao giờ phụ thuộc kinh tế hoàn toàn vào Trung Quốc.

Căng thẳng sẽ kéo dài

- Theo ông Việt Nam sẽ có biện pháp gì nếu Trung Quốc vẫn không chịu đưa giàn khoan ra khỏi vùng đặc quyền kinh tế và thềm lục địa của Việt Nam trên Biển Đông?

Chắc chắn Trung Quốc sẽ phải rút giàn khoan khỏi Biển Đông. Việt Nam bằng nhiều biện pháp, sẽ có phương án buộc Trung quốc đưa Hải Dương 981 ra khỏi vùng đặc quyền kinh tế và thềm lục địa của chúng ta.

Tuy nhiên, thời điểm này chưa thể dự đoán được phương án nào sẽ làm được điều đó vì còn phụ thuộc tình hình trên thực tế trên Biển Đông.

Kể từ khi đưa Hải Dương 981 vào Biển Đông, Trung Quốc luôn thể hiện sự ngoan cố, dù hành động đó là sai trái. Trong khi đó, Việt Nam thể hiện sự kiên quyết trong việc bảo vệ toàn vẹn lãnh thổ và an ninh hàng hải trong vùng đặc quyền kinh tế của mình.

Do đó, những diễn biến trên biển trong thời gian tới sẽ còn căng thẳng, kéo dài và Việt Nam sẽ có phương án phù hợp khiến Trung Quốc phải ngừng hành động sai trái trên Biển Đông.

- Việc Trung Quốc đặt giàn khoan tại đây, ngoài Việt Nam, có ảnh hưởng đến các nước khu vực?

Biển Đông là một trong những tuyến hàng hải quốc tế quan trọng hàng đầu của thế giới hiện nay, nơi các cường quốc lớn trong khu vực tuyên bố có lợi ích, lợi ích cốt lõi hoặc mối quan tâm đặc biệt. Cá nhân tôi cho là Mỹ và Nhật Bản có thể sẽ nhảy vào cuộc bằng cách này hay cách khác chứ họ không để Trung Quốc muốn làm gì thì làm.

Nếu để Trung Quốc dần dần lấn chiếm, đặt căn cứ ở Biển Đông thì rất nhiều nước bị ảnh hưởng lợi ích chứ không chỉ có Việt Nam.

Mặt khác, như tôi đã nói, việc làm của Trung Quốc là việc làm phi nghĩa. Trung Quốc sẽ không bao giờ có khả năng chà đạp lên luật pháp quốc tế như vậy.

Năm 1979, khi gây ra cuộc chiến phi nghĩa chống Việt Nam ở 6 tỉnh biên giới, Trung Quốc đã thất bại. Khi đó, chúng ta còn rất nghèo, còn bị nhiều nước hiểu lầm về cuộc chiến tự vệ chính nghĩa ở biên giới Tây Nam, nhưng ta vẫn thắng.

Nhà lãnh đạo Trung Quốc Đặng Tiểu Bình khi ấy buộc phải thừa nhận rằng: “Cuộc chiến với Việt Nam, chúng ta không thắng, không thua”. Nhưng ai cũng biết rằng Trung Quốc thất bại thảm hại năm 1979.

Bây giờ chúng ta có nhiều bạn bè quốc tế, có nhiều mối quan hệ thương mại. Trung Quốc không buôn bán với ta thì ta còn rất nhiều đối tác khác. Kẻ thiệt là Trung Quốc chứ không phải Việt Nam.
